Far be it from me to support the Amarr but...To the OP, I feel where you are coming from.
-First of all, is high sec 100% safe: NO. As you discovered. -Should a Hulk be able to (when properly fitted) withstand suicide ganks composed of T1 ships in high sec till Concord arrives and does their thing : YES. (with exception to sheer numbers as at some point the number of pilots in a ganksquad eventually out performs Concord's ability to destroy them all before you are safe again. The number of suicide gankers required should however be substantially large.) -Is it unfair that a ganksquad operating in high sec should only need to expend 1/100th or less of the cost of their ships and fittings (not to mention time and effort) in comparison to their victims (who they are not at war with) costs: YES. -Is it an exploit?: Well, only that which CCP is willing to declare (and enforce against) as an exploit is considered an exploit in EVE gameplay. -Is it unfair that a player who commits an act worthy of a Global Criminal Flag has only a 1 minute penalty timer till they can dock or use a gate: YES -Should suicide gankers enjoy the same insurance payouts as lawful citizens enjoy?: Logically NO. However when people use throw away alts to suicide gank others in high sec who cares about insurance on a cheap T1 ship. -Should CCP make changes to the gameplay to make it less easy and less profitable for players to suicide gank other players in high sec: YES.
Worth noting that CCP has made changes to gameplay to deal with suicide ganking in EVE in the past. So don't feel that you're swimming completely against the stream. Too it's worth noting that many will criticize you because they know the gameplay is unbalanced and unfair but also that it works in their favor so...Seriously, you want to here crying? The minute CCP makes any sort of change that balances gamplay (few and far between IMHO), changes that mean so called EVE "pirates" have to actually work for their goals/kills, actually have to take part in the "risk vs reward" they like to expound against others on the forums, well here comes the tears, the anger, the threats to cancel accounts, etc. Really, the way I see it a lot could be done to balance EVE's gameplay that would actually mean more fun, more potential (true) PVP and overall more interesting gameplay for the majority of EVE players. CCP just needs to be a little more open minded.
